With adult illiteracy rates hovering around 50 percent in Wards 7 and 8, it&#039;s as if these citizens are invisible to be ignored by such proclamations. What about the fact that most of our public school children do not meet basic proficiency in reading? He is certainly not speaking of &quot;One City.&quot;</description>
